Run it and follow the on-screen instructions. I don't currently have the space to download the entire eShop right now, but I'm sure plenty of people here would be interested in archiving 99% of a console's library. Other region's games can be downloaded as well. I checked, and the entire USA eShop, including native games, updates, DLC, and Virtual console, takes up around 1.8 TB. This means that anyone with a link to a list of Wii U title keys and the software "Wii U USB Helper" can download every game on the eShop using a computer, no Wii U or payment required. At the moment, downloading Wii U games from the eShop does not require any hardware identification or proof of purchase if the title key of the game is known.
